Thomas L. Powell, better known as Tom, oversees the day-to-day operations of BPO as its President. Tom brings a total of 37 years of Insurance experience with him to this company. In addition to his loss adjustment career, Tom is a Veteran of the United States Marine Corps, and the Tennessee Army National Guard and Army Reserve. He spent three years in the USMC, and left the Corps with the rank of Sergeant. He also attended Union University in Jackson, Tennessee, and majored in Business Administration. Tom graduated from the Tennessee Military Academy and gained the rank of Second Lieutenant while in the Tennessee National Guard. A total of 12 years was spent in the Armed Services before he resigned in order to totally commit himself to his career in insurance claims and loss adjustment.
Tom’s insurance career started out on the company side of the loss adjustment and claims industry, and he received his initial training and experience with Tennessee Farmers Mutual, which is the loss adjusting arm of the Tennessee Farm Bureau. While with Tennessee Farmers, Tom specialized in property claims adjusting. After several years with Tennessee Farmers, Tom started to work with a small independent adjusting company in Jackson, Tennessee, and soon thereafter he joined Crawford & Company, one of the largest independent adjusting companies in the world.
Tom’s Loss Adjustment and Claims Career
During nearly his nearly 25 years with Crawford, Tom’s reputation grew. He moved up through the ranks of Property Adjuster to Property General Adjuster, Property Supervisor, Unit Manager, Branch Manager, and Executive General Adjuster. For many years, he handled a dual role as Branch Manager of one of the largest and most successful branches with this company, along with serving clients that needed the expertise of an Executive General Adjuster. Tom has handled all types of commercial property claims, and currently handles and manages several large national commercial property accounts.
BPO Technical Loss Adjusting Experience
At BPO Technical, Tom has used his previous claims and adjusting experience well. He is a supervisor for major national commercial property accounts. Tom is also practiced in investigation, as well as auditing and adjusting major commercial losses including elements of physical damage, business personal property, business interruption, increased cost evaluations, and extra expense. With his supervising knowledge, he is also adept at handling energy claims as well as poultry and equine/livestock claims. While serving at BPO Technical, Tom also serves as an appraiser under policy for insureds and insurance companies as well as serving in an umpire capacity.
Besides his loss adjusting and claims work, Tom also serves as key-note speaker for business development and as presenter of continuing education classes in the insurance industry.
Tom’s specialties in loss adjustment include extensive knowledge of arson, fraud, cause and origin (C&O) and business interruption (BI) in property claims. In addition to this, he also has widespread experience interpreting coverage evaluations and providing opinions on commercial, residential, and manufacturing losses. Tom is also a qualified appraiser and offers umpire services with a specialty in litigation file reviews and is an expert witness. Other experience and specialties include:

- Cable Communications throughout the U.S. for $300+ million
- A Natural Gas Pumping Station in Oklahoma for $3 million
Currently, Tom manages and handles several large national commercial property accounts and is a member of the Houston Claims Association as well as an associate member of the Texas Surplus Lines Association, Inc. He is a native Tennessean and is currently married and has three wonderful children.
